LEGAZPI CITY, ALBAY, Philippines — The Municipal Trial Court (MTC) of Virac last week dismissed a five-year-old criminal complaint against former Catanduanes Gov. Joseph “Boboy” Cua, ruling that his constitutional right to the speedy disposition of cases had been violated by “inordinate and unjustified delays.”  Criminal Case No. 7174 stemmed from a complaint filed in
