MANILA, Philippines — An alleged former driver of ex-House Speaker Lord Allan Velasco on Thursday appeared before the National Bureau of Investigation (NBI) to testify that he allegedly delivered suitcases of money twice to Vice President Sara Duterte. These movements reportedly happened in Davao from 2021 to 2022 upon Velasco’s instruction. The alleged former driver
